RDO’s Legislative Council launches regular updates for members

In a new initiative from the Resort Development Organisation (RDO), the Legislative Council has recently sent members two Information Notices concerning important legal developments affecting the industry such as the new Timeshare Directive and the Rome I Regulation.

The first paper details the future requirements of the new Timeshare Directive in order to give members an insight into how their business practices will have to adapt to be in line with the new laws, once implemented. RDO expects EU Member States to develop implementation over the next 14 months.



New consumer alert from RDO

RDO has warned its members against any unsolicited approach by an organisation in the UK using the names of 'Owners Action', 'ITRA' and 'Bridge View Consultants LTD'.

Allegedly, this organisation has been contacting Group RCI members to inform them they may be entitled to compensation from RCI. It is thought that this organisation may be offering members participation in a proposed class action as a cover to sell them another product, such as membership of a holiday club.



Fun in the autumn sun at RDO’s golf event

Industry members resident on the Costa del Sol and others coming from the UK and Portugal took part in RDO’s special golf event held at Santana Golf and Country Club on 30 October.

Participants enjoyed a challenging round of golf in glorious autumn sunshine, rounded off with a traditional Spanish barbecue and discussions and replays of shots well into the night.



Fractional leaders call for industry champion

Movers and shakers in the fractional ownership industry, gathered at a breakfast meeting organised by OPP, called for the appointment of a “fractional champion” to help raise awareness of shared ownership and its potential.

Amongst those present were Paul Gardner Bougaard, chief executive of RDO and head of the Fractional and Shared Ownership Trade Association (FSOTA); Piers Brown, founder of Fractional Life; and Paul Mattimoe, publisher of the Perspective and Owners Perspective shared ownership titles.



Malta to develop OPC self-regulatory system with RDO

The Malta Tourism Authority (MTA) has agreed to the creation of a self-regulation system for OPC (off premises contact) activity, suggested by RDO as an alternative to the possible complete ban previously suggested by the Government.

This is the result of RDO’s close cooperation with active timeshare companies in Malta, all of which have now decided to become members.



Five new closures in Spain

RDO’s Enforcement team in Spain confirmed that five companies have been recently closed down by the Spanish authorities on the Costa del Sol, on suspicion of fraudulent activities related to timeshare.

The companies closed include First Legal Services, a class action company operating from Estepona, and Multisur, a resale company operating from Fuengirola, where five people were arrested. This company had been approaching timeshare owners with an offer from a potential buyer, demanding up-front payment to carry out the supposed sale, which never materialised.



ARDA report shows changing profile of timeshare purchasers

Recent timeshare purchasers are younger, wealthier, and savvier, according to the Vacation Timeshare Owners Report:
2009 Edition, prepared by Penn Schoen & Berland Associates for the American Resort Development Association (ARDA).

The new report shows how the profile and attitude of buyers is gradually changing, with significant differences between traditional timeshare owners and new purchasers.



Hapimag reports a million overnight stays last summer

Occupancy at Hapimag resorts remained high during the summer months at 87.6 per cent, with 1,130,000 overnight stays, a level similar to last year's, despite the economic crisis.

The most popular resorts were La Madrague in France and the recently extended resort in Tonda, Italy, as well as Hapimag's German resorts, which reported an average 98 per cent occupancy rate.



Registry Collection wins OPP award

The Registry Collection has been recognised with the 2009 Overseas Property Professional (OPP) Industry Award in the Best Fractional Service category.

According to the feedback from the judges, “the size, scale and expertise of this international company protects the buyer and its growing specialist knowledge creates value for a wide variety of developers.”



Citadel and Best Group join forces to offer one-stop service

Citadel Trustees Ltd, a fully owned subsidiary of Hutchinson, has signed a mutual co-operation agreement with Best Group to provide a one-stop for commercial, legal and trustee services to real estate developers looking to enter the fractional market.

The agreement means that once Best Group has taken the developer through the initial commercial feasibility phase, then Citadel will structure the legal framework for the project, making the process more cost effective and giving greater credibility to the fractional product.



Interval adds affiliates in Egypt and the Caribbean

Interval International has added two new affiliations in popular winter sun destinations: Gardenia Resort on Egypt's Red Sea Riviera and Grand Laguna Beach on the Dominican Republic.

Gardenia Resort, a mixed-used property in Hurghada scheduled for completion in 2011, will have 175 timeshare units, combining studios, and one and two bedroom units. Facilities at the resort will include restaurants and bars swimming pools, health club and kids' corner. Hurghada is renowned as an international centre for aquatic sports, particularly snorkeling and diving on its offshore reefs.



Club La Costa closes off-sites in shift to focus on Fly Buy activity

Club La Costa Resorts & Hotels has closed down four of its five off-site sales operations in the UK which were proving less effective in the current financial climate, in a bid to focus on new programmes aimed at increased Fly-Buy activity.

As well as the company’s sales and exhibition centre in London’s West End, which continues to operate, Club La Costa has kept its Essex-based marketing operation, which is at the centre of a flurry of Fly Buy activity.



Valhalla Associates partners with Luxury Leisure Properties International

Valhalla Associates Limited and Luxury Leisure Properties International (LLPI) have announced a partnership to jointly service owners and developers of mixed-use hotel and resort complexes where leisure real estate is integrated with luxury hotel operations.

Both companies offer advisory and project management services ranging from product concept, market research and financial feasibility analysis to implementation and management of the developer’s marketing and sales operation for products such as fractional ownership and private residence clubs.
